The Riverdale Business Office is located within the District Office – the little red schoolhouse behind our grade school.
The business staff handles a wide range of tasks that enable our superintendent and school board to manage the district’s financial resources.
These include:
- Providing business support services to Riverdale schools
- Handling accounts receivable, accounts payable, general ledger, budgeting and financial reporting
- Supporting state mandated reports and systems

Additionally, for our tuition-paying families, the Business Office handles all matters related to tuition payments.
Each year, tuition paying families have three options for paying tuition:
Payment options:
- Single payment made before classes begin
- Two payments, with one made before classes begin, and the second payment before Jan. 15
- Ten monthly payments, made on the 1st of each month
- Auto-deduct from bank account: If you prefer to pay through your bank account, or wish to set up automatically recurring payments, please use this option.

Budget Committee Responsibilities
BUDGET COMMITTEE RESPONSIBILITIES
The Budget Committee is a 10-member advisory group established by Oregon statute (ORS 294), which consists of members of the Riverdale School District Board and five eligible volunteers, as defined by ORS 247.002, appointed by the School Board.
Budget Committee members serve for a three-year term and Committee Alternates serve for a one-year term. The Budget Committee’s role is to receive the proposed budget from the Budget Officer; provide the public with an opportunity to comment on the budget, and determine the reasonableness of the proposed budget in meeting the priorities and goals of the District as set by the School Board. Upon completion of the review and deliberations, the Budget Committee will approve the budget either as proposed or revised and formally set the tax rates and general obligation bond levy. The budget then moves forward to the School Board who makes the final decision resulting in adoption.
- To accomplish its stated objectives, the Budget Committee will govern in a consistent and efficient manner and accordingly:
- Organize by electing a Presiding Officer and Vice-Presiding Officer. No member shall serve as Presiding Officer for more than two years in succession.
- Open all Budget Committee meetings to the public and hold all meetings within the geographic boundaries of the District.
- Conduct a Budget Committee meeting only if a majority of the members are present
- Designate time for public testimony. The Presiding Officer may set a time limit on the length of individual testimony as well as the amount of time set aside for public testimony.
- Vote on motions using “yeas” or “nays” and record the result of the vote
- Utilize the majority vote requirement, which requires affirmative votes by a majority of the committee (6 out of 10) be required to pass any motion before the committee
2. Adhere to local budget law and terms of confidentiality until the District’s budget message and the proposed budget is presented in a public meeting before discussing issues such as:
- Specific estimates of revenue
- Expenditures or appropriation amounts associated with any fund, object classification, program, line item, resource or requirement; or
- Whether to impose any specific tax levy or the amount of any levy.
3. Fulfill the role of Budget Committee member by attending identified Budget Work Group meetings. For the 2023-24 budget process, those dates include:
- Wednesday, April 19, 2023 at Riverdale Grade School
- Wednesday, April 26, 2023 at Riverdale Grade School
- Wednesday, May 10, 2023 at Riverdale Grade School
- All meetings will be held from 6:00 to 8:00 PM
4. The Budget Committee will ensure that meetings are conducted with maximum effectiveness and efficiency. Accordingly, responsibilities include:
- Attend and be prepared for meetings
- Support the Presiding Officer’s efforts to facilitate an orderly meeting
- Focus on issues rather than personalities
- Speak only when recognized during meeting
- Not interrupt each other during meetings
- Not engage in side conversations during meetings
- Ask questions for clarification
- Listen for content and understanding
- Not repeat what has already been said during meeting
- Communicate in a timely manner to avoid surprise
- Ensure that all members’ voices are heard
- Exercise honesty in all written and interpersonal interaction, never intentionally misleading or misinforming each other
- Make every reasonable effort to protect the integrity and promote the positive image of the district and one another
- Respect decisions of the full committee

Budget Meeting Notice
A public meeting of the Riverdale School District Budget Committee (Multnomah County, State of Oregon) to discuss the budget for the fiscal year July 1, 2023 to June 30, 2024 will take place at 6:00 pm on Thursday April 27, 2023 and Wednesday May 10, 2023.
The meetings will be held at Riverdale Grade School library, 11733 S Breyman Ave, Portland, OR, 97219, and will also be available virtually. Please view the Budget Finance page on our website to access the registration links to attend virtually. The purpose of the meetings are to receive the Superintendent’s budget message, proposed budget and to receive comment from the public on the budget. These are public meetings where deliberation of the Budget Committee will take place. Any person may appear at the meetings and discuss the proposed programs with the Budget Committee.
Public comment related to the Proposed Budget at these meetings may be submitted via email to chessel@riverdale.k12.or.us or by mail addressed to the Riverdale School District Budget Committee, 11733 S Breyman Ave, Portland, OR 97219. The items must be clearly labeled as public comment or testimony. All public comments should be received no later than 12:00 pm on the day prior to each meeting.

The RSD 51J Budget Committee, which meets to examine the entire budget, is made up of the five members of the Riverdale School Board and five citizens appointed by the board.

Elections
The Budget Committee has 10 members: the five elected school board members and five citizens appointed to three-year terms by the board. Board members are elected from the district at large to serve four-year terms. Appointees serve three-year terms and are appointed by open vote of the School Board, as openings occur. Applicants must reside within school district boundaries and be registered voters.
The Budget Committee is responsible for deliberating on the Proposed Budget submitted by the Superintendent and for sending the Approved Budget to the School Board for adoption. The committee normally meets two to three times (April-May) during the budget approval process.
To be eligible, the applicant must:
- Live in the district for one year prior to application;
- Live and be registered to vote in the district; and
- Not be an officer, agent or employee of the district.
