Riverdale School Board

  • The five-member Riverdale School Board is the policy-making body of our school district. It is responsible for providing an educational program for students living within the district. 

    To accomplish its role, the board:

    • Determines the long range direction of the district
    • Establishes policies that direct the instructional and support programs
    • Communicates with the community
    • Employs and evaluates the superintendent
    • Negotiates with employee groups to determine salaries and benefits
    • Calls elections on bond proposals
    • Approves the annual budget 


    All Riverdale School Board regular meetings begin at 6 p.m. and are open to the public. Meetings are held at the Riverdale Grade School Commons, unless otherwise noted. Public participation time is scheduled at the end of each regular meeting to allow community members the opportunity to share information or concerns about educational issues.  

    In addition to the regular meetings, the board has scheduled work study sessions. Work study sessions are special meetings in which the board meets but does not intend to take any action. Work sessions enable the board to gather information and discuss and review various aspects of an issue. Like regular meetings, work study sessions are open to the public. These meetings are held at the Riverdale Grade School Commons, unless otherwise noted, and typically begin at 4:30 p.m.

Carrie Outhier Banks, PhD

Chair | Seat 3 | Term May 2019 – June 2021

Carrie has lived in the Riverdale School district for over 10 years with her husband, Jonathan, and their 3 children: Benjamin is a Sophomore at New York University (RHS 2019), Lillie is a Freshman at California Institute of the Arts (RHS 2020) and Stella is a Freshman at RHS. Carrie was the Executive Director of a restorative justice program, the Domestic Violence Safe Dialogue, which she founded in 2006 which worked with both survivors and offenders of violence.

Joe Prats

Vice-Chair | Seat 4 | Term May 2019 - June 2023

Joe has been part of the Riverdale school community for the past 12 years with his wife, Michelle, and their children Mercedes (10th grade) and Seve (6th grade). Joe has served on the board since 2014 and has been involved with the Riverdale Foundation since 2011. Joe is CEO of APR Staffing; a talent acquisition and staffing firm providing information technology, engineering, technician and administrative professional resources.

John Bogaty

Director | Seat 1 | Term June 2017 - June 2021

John has lived in the Riverdale School District for 20 years. This is his ninth year serving on the Riverdale School Board. John and his wife, Heather, have an 8th grade son, 12th grade daughter and a 2019 RHS grad who is currently attending college. He is co-owner and president of PNT, providing cloud-based technology and telecommunications services to businesses.

Carrie Spurlock

Director | Seat 2 | Term May 2019 - June 2023

Carrie was elected to the Board in May, 2019. She is a licensed attorney with a background in public service and communications. She has been actively involved in all things Riverdale since moving to the District in 2015. She has two boys at RGS; William in first grade and Henry in fourth grade.

Kevin McPherson

Director | Seat 5 | Term December 2020 – June 2021

Kevin and his wife, Dimati, originally joined the Riverdale School District community in 2008 as an out-of-district family. His oldest daughter, Shayla, is a graduate of RHS and is currently a junior at the University of Southern California. His youngest daughter, Kendra, is a 7th grader at RGS. Kevin has been an active member of the Riverdale Community, coaching girls basketball at RGS since 2010. Kevin is a graduate of the University of California at Berkeley and is currently a Regional Director for Fidelity Institutional Asset Management.
